An interesting idea, though I see a couple of issues:

1.  I couldn't get it to actually do anything -- whether this is the  
code, or my inability to drive it, is a matter of question.. ;)

2.  It would seem that rather than having a separate function  
entirely, the option for an RSS feed to be made available from within  
the main latest_buildports.tpl -- ie: tighter integration, so that  
RSS-aware browsers can automatically flag the availability of the  
feed when the main pages are hit.
