For now, only if user == wwwAdmin

We can work on the security model later once clustering moves on a  
little bit.

A UI for the hosts table, config table, and per-host config table  
would be kinda cool too.  Anything to get away from having to use raw  
SQL mysql/psql commands to take a quick peek at things, and for when  
php{My,Pg}admin is just overkill.
