ANNOUNCE: Tinderbox 2.3.0 Release Candidate 2 released

Due to some bugs discovered in RC 1, I have just released RC 2.  This
release has no additional new features, but I accidentally left off a
feature from the RC 1 announcement:

* Instead of just displaying a list of failures on a per-Build basis,
break out a count of ports with an unknown status, those that failed,
and those with leftovers.

Additionally, this release fixes the following bugs:

* Add a missing ';' to the pgsql upgrade schema.

* Correct a typo in the code that implemented the feature above.

* Fix a bug where setting a WWW administrator was broken.
