In the root of the build or jail in question. In my case I had a build
called 5.x-FreeBSD. I wanted Perl 5.6.2 to be installed by default. I
created an appropriate build.env and placed it in
${pb}/builds/5.x-FreeBSD. If the .env was jail specific I would have
put it in ${pb}/jails/5.x.
An patch for updating the README has been submitted and committed.
