How-to respect NOCCACHE?

Where did you set this?  In the port's Makefile?

Try setting CCACHE_DISABLE=yes instead.  Note: this cannot be done
within TB currently since portbuild unsets this variable.  But it should
be doable if set in the port's Makefile.
