failure to build HEAD jail

Attempt to build a HEAD jail on amd64 6-STABLE host failed:

./mkmagic magic
*** Signal 11

Stop in /usr/home/tinderbox/jails/7-amd64/src/lib/libmagic.

The mkmagic command is linked with libc.so.6 (from the host
environment). If I LD_PRELOAD libc.so.7 into it (from the jail
environment), it runs okay.

Is this Tinderbox bug, or general FreeBSD bug?
