localized man pages invisible

A port of mine, net/liferea in the version of 1.2.20, does install a
polish manpage

mkdir -p -- /usr/local/man/pl/man1
 install -o root -g wheel -m 444 ./liferea.1 /usr/local/man/pl/man1/liferea.1

but, Tinderbox never listed it in the leftover files or anywhere.

Bug?
