ANNOUNCE: Tinderbox 2.4.0 released

I am pleased to announce that the release candidate phase has ended, and
Tinderbox 2.4.0 has been released.  Only a few minor bugs were corrected
between this release and the previous Release Candidate 2.  The
Tinderbox website lists all of the new Tinderbox 2.4.0 features.
