Yep, I had the same trouble.

I filled a bugreport so hopefully someone will clarify this.

So far I'm using the following build.env file
http://w5.cs.uni-sb.de/~gogo/data/build.env-server-20.05.2007
and start building www/apache22 before any other port. 
I'm using an internally known variable (APACHE_PORT=www/apache22) that 
shouldn't be exposed to the 'outside' world (I guess).
