Somewhat better pretty-printing of tc help output

Hi folks,

One cosmetic issue that's kinda bugged me for a while is the, shall we  
say, messy, output of tc help and its friends.

http://tinderbox.lovett.com/patches/tc-help.diff applies against HEAD  
and (imo) improves the output formatting (using Text::Wrap that's part  
of perl).  It may not be entirely perfect, but I think it's a step in  
the right direction.

If there are no objections, I'll go ahead and commit it.
