When I setup a jail server for users, I always mounted all of the file
systems they'd need at boot time.  They wouldn't need to mount any file
systems.  In order to allow jails to mount file systems, you'd need to
set the security.jail.mount_allowed sysctl to 1.  That said, on a 7.X
system, it only looks like ZFS is available to be mounted from within a
jail.
