permissions on OPTIONS directories

ok, i found only two places where chown happens on 
/space/${build}/var/db/ports: bsdtar (when the jail is extracted) and 
mtree (run by the ports framework?). i'll just use a tinderbox hook, but if 
you want to go deeper and need further help from me, just ask
