old packages not saved

I know you are right, and I have seen this before in another tinderbox I had
setup awhile ago, but in two tinderboxes I have setup now, this is not the
case.
Is there something I can do to diagnose what the issue may be.
My tinderboxes are following HEAD of cvs.
